Improve quality, better value
Despite record levels of funding in the NHS over the past decade there is a growing gap between the demand on services and the resources we have available to provide them. This means the NHS will need to become much more efficient and productive. This is known nationally as the Quality, Innovative, Productivity and Prevention Programme (QIPP).
This is not new - we have been doing this for a long time – but now we have to work even smarter and better, so that we can deliver the high quality services patients and clinicians want, but at a lower cost.
The NHS in the North West needs to achieve up to £2.8 billion of efficiency savings by 2015 through a focus on quality, innovation, productivity and prevention. Every saving made will be reinvested in patient care by supporting frontline staff, funding innovative treatments and giving patients more choice.
This drive is at the heart of the vision for NHS in the North West. We want a local NHS which delivers:
- Better care – access to excellent standards of care, no matter where people live
- Better health – a greater focus on promoting good health and well-being and preventing ill health
- Better life – a more active role for citizens of the North West in shaping their local NHS services
A number of factors have changed in recent years. Across the North West the demand for services has continued to increase with a 4% increase in people going to an Emergency department or urgent & emergency care centre and an 8% increase in GP referrals to hospitals.
The involvement and commitment of local people is vital if we are to succeed. Patients and the public have their part to play by looking after their own health and well-being, using services appropriately, in helping the NHS identify where it is wasteful, and in supporting local changes made by doctors, nurses and therapists.
