HIECs are a new kind of partnership, formed between the NHS (primary, secondary and tertiary care), higher education (universities and colleges), industry (healthcare and non-healthcare industries), and other public and private sector organisations.
The purpose of a HIEC is to provide high-quality care and services by getting the benefits of research and innovation as quickly as possible to patients, and by strengthening the co-ordination of education and training.
NHS North West is committed to providing the best possible support to organisations across the region to create these HIEC partnerships. Three bids from the North West have successfully passed through the pre-qualification (PQQ) stage and have been invited to tender. Each bid involves NHS and HEI organisations in their respective geographical areas and have identified a “principal partner” through which the bid will be submitted:
- Greater Manchester HIEC (Manchester PCT)
- Lancashire and Cumbria HIEC (North Lancashire PCT)
- Merseyside and Cheshire HIEC ( University of Liverpool)
The full vision for HIECs, their role in education and training, and how they will drive innovation in the NHS is set out fully in Breakthrough to real change in local healthcare: A guide for applications to create Health Innovation and Education Clusters (HIECs), published by the Department of Health in May 2009.
The invitation to tender document sets out the national award criteria and selection process for approving HIEC bids.
