Mark Ogden, Chief Executive
Mark was appointed Chief Executive at NHS North West in May 2011 after previously holding the Director of Finance role. Before that he was director of finance, capital investment and information management and technology for Greater Manchester Strategic Health Authority.
He began his career in local government, spending five years at Salford City Council in the social services and recreation departments. It was there that he qualified as an accountant before becoming a management consultant with Coopers Lybrand. He worked for the North West regional office of the NHS Executive for 18 months before becoming finance director for Rochdale Healthcare NHS Trust from 1993 to 1998 and then at Salford Royal Hospitals NHS Trust.
Mark was born in Oldham and lives in Altrincham.
Jane Tomkinson, Director of Finance
Jane was appointed Director of Finance and will begin her role on the 16th May 2011. Jane began her career in finance as a trainee in local government. After qualifying, she held a number of senior positions in local government before joining the NHS in 1990. She was appointed to the Countess as Deputy Director of Finance in 1998 and became Director of Finance in 2003.
Jane brings a wealth of valuable experience to this important role.
Chris Jeffries, Interim Director of Workforce and Education
Chris was appointed Interim Director of Workforce and Education in December 2010.
Dr Ruth Hussey, Regional Director of Public Health/ Medical Director for NHS North West
Ruth is seconded four days per week to Public Health England. Her remit includes tackling health inequalities, clinical leadership, public health contribution to service delivery and health protection.
Before that Ruth held the posts of director of health strategy/medical director at Cheshire and Merseyside Strategic Health Authority and acting director of public health /medical Director at Greater Manchester Strategic Health Authority.
Ruth – whose early clinical training took place in hospitals and general practice – has also held the post of director of public health for Liverpool (1991-2002). Before that she was a senior lecturer in public health at Liverpool University. She is an Honorary Fellow at Liverpool John Moores University and a visiting professor at the University of Liverpool.
Ruth is particularly interested in inequalities in health and the importance of involving communities in decisions about their own health and care.
Jane Cummings, Chief Nurse and Deputy Chief Executive
Jane was appointed as Deputy Chief Executive in May 2011.
Her key challenges include the development and maintenance of new systems of performance management and strategic leadership for nursing. She is the lead director for the Quality Framework.
She worked for the NHS for several years as a nurse, specialising in emergency care before moving into general management. She has held a variety of clinical and managerial roles including director of commissioning, director of nursing and deputy chief executive.
In February 2004, Jane was appointed as the national lead for emergency care with responsibility for improving waiting times and delivering the four-hour target in A&E. In January 2005, Jane was appointed as the National Implementation Director for ‘Choice’ and ‘Choose and Book’ – both of which are national priorities for the Department of Health.
Mandy Wearne, Director of Service Experience
Mandy has an extensive background in NHS leadership, management, clinical practice and public health. Formerly Director of Provider and Market Development for the North West, she is now Director of Service Experience, signalling the importance of service experience-based design in delivering high-quality personalised health services and the role that both staff and service users have in shaping service delivery and innovation. As qualified nurse, midwife and health visitor with a Master’s degree in public health, Mandy has a background of leading significant service reform in the North West in a variety of health care settings; seeking out opportunities to improve services and implement change across public and private sectors. Mandy has an interest in national and European health networks and has experience as a non-executive company director for two not-for-profit organisations. She also looks to strengthen NHS leadership and performance through her role as an executive coach.
Elaine Darbyshire, Director of Strategic Communications and Corporate Affairs for NHS North West and Director of Communications and Corporate Affairs for North of England
Elaine joined NHS North West as Director of Strategic Communications in March 2009. Elaine takes the strategic lead for internal and external communications throughout the organisation and for NHS bodies across the region.
She was previously Director of Corporate Communications and Research for the Guardian Media Group’s £140 million regional division. She brings with her 12 years experience of operating at a senior level with a major media organisation, including heading both the internal and external communications functions for a company with 40 newspapers, 44 websites, a local TV station and a range of other magazines. Most recently at the Guardian Media Group, Elaine headed a number of successful health campaigns including the ‘I Love Me’ cross-media campaign, raising awareness of key public health messages across Greater Manchester’s two million population.
Dr Ann Hoskins MB BCH BAO MCommH FFPHM, Acting Regional Director of Public Health, Director of Children, Young People and Maternity
Ann was appointed as Director of Children, Young People and Maternity on 1st May 2009. This followed on from her post as Deputy Director of Public Health for NHS North West. She was previously Director of Public Health for Cumbria and Lancashire Strategic Health Authority, Manchester and Wirral Health Authorities.
Ann has extensive experience of working in developing countries working on maternal and child primary health care services. She has a keen interest in both developing and ensuring implementation of evidence based practice and tackling health inequalities. She is a trustee of the Liverpool School of Tropical Medicine, Non Executive Director, Liverpool Associates in Tropical Health and a member of the Public Health Intervention Advisory Committee of NICE.
Dr Mike Cheshire - Medical Director
Mike has been a consultant physician in geriatric and general medicine in Manchester Royal Infirmary since 1983. Since then he has had many additional roles including dean of clinical studies at the medical school; medical director and director of post graduate medical education, Central Manchester Trust; clinical director of service redesign and clinical lead for intermediate care, central Manchester PCT.
Mike has recently finished a 3 year term of office as clinical vice president Royal College of Physicians, London and since December 2009 has been medical director for the North West SHA. In addition, he has one day clinical practice each week.
During Mike’s spare time he is an exercise freak, cycling miles at weekends and has already completed two 'hilly' charity rides this year. He is also in a swimming club and enjoys gardening. Mike is married with two adult children, an eight month old grandchild and recently celebrated their 40th wedding anniversary.
