NHS North West on 3 November 2010 published its assessment outcome of existing service reconfiguration schemes across the region. This review followed the publication of new rules on service reconfiguration set out in the revision to the Operating Framework for the NHS in England 2010/11 and subsequent guidance to the NHS issued by the Department of Health in July 2010.

Assessments of the evidence by NHS North West have now been completed for seven out of the nine existing schemes, with further work being identified as being required for two of those schemes in relation to one or more of the tests. Where NCAT reports have set out recommendations it will be for the local commissioners of the scheme(s) to consider how to take these forward including any engagement with key local stakeholders, patients and the public.

In summary the assessments are as follows:

Schemes which met the 4 tests in full:

  • Alder Hey Children Hospital NHS Foundation Trust – new hospital
  • Royal Liverpool & Broadgreen University Hospitals NHS Trust – new hospital
  • NHS East Lancashire & NHS Blackburn with Darwen Care Trust Plus and East Lancashire Hospitals NHS Trust – Meeting Patients Needs
  • NHS Central & Eastern Cheshire & Cheshire & Wirral Partnership NHS Foundation Trust – mental health inpatient unit
  • North East Manchester PCTs and Pennine Acute Hospitals NHS Trust – Healthy Futures

 

Schemes where further work needs to be undertaken:

  • NHS Cumbria & North Cumbria University Hospitals NHS Trust – Closer to Home and new hospital in West Cumbria
  • Lancashire PCTs & Lancashire Care NHS Foundation Trust – inpatient mental health units across Lancashire Schemes where information is awaited – NCAT reports:
  • Greater Manchester PCTs and Acute Trusts – Making It Better
  • Liverpool PCT – Outside of hospital programme

A version of the Making it Better review has been received by the SHA but further detail is being sought from NCAT. Once the report clarifies the clinical evidence base it will be made publically available. View published NCAT reports

The two outstanding assessments will then be completed and reviewed by the NHS NW board on 1st December.
