Equality Impact Assessments


NHS North West has a clear process for carrying out Equality Impact Assessments (EIAs) on key policies and procedures.

All proposals being submitted to the Board, or its Committees, from September
2008 must be accompanied by either:
(a) A completed EIA screening/scoping template (see Appendix 1) or
(b) A completed full EIA assessment template (see Appendix 2)
(c) In addition the section re EIA on the Board/Committee cover sheet
(see Appendix 3) must now also be completed to reflect the outcome of either
the screening assessment or the full EIA

Most internal policies are subject to the following approval process:
(a) HR policies are submitted to (1) the Staff Forum and (2) the
Remuneration & Terms of Service Committee (RTSC)
(b) Other policies of a more technical nature (eg IT policies) are usually submitted
to the Integrated Governance Committee
(c) In addition the Executive Team has to approve all papers for submission to the
Board
(d) The Board Secretary (Peter Richards) can advise on the appropriate approval
route and timescales

If local NHS organisations are submitting plans (such ascapital business cases) for SHA Board approval, these must include the outcome of an EIA. The Executive Director submitting the paper for Board approval is responsible for ensuring that this information is included.
