The national framework for NHS continuing healthcare and NHS-funded nursing care
In June 2007 the Department of Health published the National Framework for NHS Continuing Healthcare and NHS Funded Nursing Care, following public consultation during 2006. This was revised in October 2007. The guidance is part of the Department of Health’s continuing care policy in England.
The National Framework has 2 main purposes:
- It is a single policy on who should receive NHS funding
- It proposes a standard process for assessing eligibility
The National Framework provides guidance for Primary Care Trust’s about how assessments are carried out. A checklist is used to decide whether a full assessment is required.
The healthcare needs considered in a CHC assessment are:
- Behaviour
- Cognition
- Communication
- Psychological/emotional needs
- Mobility
- Nutrition
- Continence
- Skin
- Breathing
For each of these needs a decision is made about the level required. The levels are:
- Priority
- Severe
- High
- Moderate
- Low
